Call for external consultants for the WHO European Region – with focus on measles and rubella elimination

The WHO Regional Committee for Europe and all Member States have committed to the goal of measles and rubella elimination and prevention of congenital rubella syndrome in the Region, with a target date of 2015. To fulfil this commitment, all countries will have to scale up efforts to achieve very high immunization coverage and population immunity, respond adequately to outbreaks, enhance surveillance and participate in the regional verification process. WHO/Europe intends to build a cadre of external consultants equipped with the necessary knowledge and tools to conduct in-country technical assistance missions, in collaboration with the technical team at the Regional Office in Copenhagen, in order to further progress toward measles and rubella elimination in the Region.

WHO/Europe is accepting letters of interest and curricula vitae (CVs) from individuals interested in serving in this role. A measles and rubella consultant training workshop will be held 1-3 September in Copenhagen, Denmark. Letters of interest and curricula vitae should be received by 15 August 2014.

Task description
The missions and activities conducted by the consultant will focus on a variety of issues depending on country needs, and will build on the activities and support already provided by the Regional Office. The consultants’ terms of reference are to:

review and interpret measles/rubella surveillance quality indicators;
provide technical assistance to improve the quality of surveillance and integration of data from different sources for case-based surveillance (clinical, epidemiological and laboratory data reporting)
provide technical assistance and consultations on outbreak data analysis and on national outbreak response guidelines;
provide assistance to improve timely and accurate completion of annual status reports (submitted annually by each country’s National Verification Committee to the European Regional Verification Commission for Measles and Rubella Elimination);
help identify barriers to vaccine uptake and communication needs; and
support the planning of targeted supplementary immunization activities to close immunity gaps in the population.

Qualifications
Essential
As the consultant will be providing assistance to Member States (in collaboration with the technical team of WHO/Europe) preferred candidates must have:

at least 7 years of post-educational experience in public health, epidemiology, or programme operations, preferably in a field related to immunization or vaccine-preventable diseases;
demonstrated a high level of professionalism and good judgement;
fluency in written and spoken English.
Desirable

Knowledge of one or more other languages in the European Region, preferably Russian.
Knowledge of health systems, communicable disease surveillance systems, immunization programmes and disease elimination and eradication activities in countries of the European Region.
